摘要: The purpose of this paper is to present and examine how a Participative Action Research (PAR) process an adapted House Quality framework were conjoined in the successful development Performance Indicators for cultural precincts operated by two local government administrations. use such combination has not previously been identified literature or reported on practice. coalescing PAR with (a quality function deployment framework) these empirical cases helps address methodological gap knowledge concerning they may complement enrich each other order generate participant learning, practical outcomes that can underpin continuous locally relevant service improvement. Through cases, public administrators appeared demonstrate genuine community consultation and, representatives involved, jointly identified, critically evaluated prioritised diverse set agency expectations determining their precincts. also underpinned stakeholders’ ownership refinement framework.
