摘要: Who should be assigned the task of planning a construction project and within what time-frame poses serious problems. Choosing between likely candidates — manager or staff specialist their respective strengths weaknesses is fraught with pitfalls. The awards penalties linked to long lead-time as against short-term befog decision process. Many companies are vexed by dilemmas resulting from any solution ‘who’ ‘when’ questions but sidestepping overlooking them they invite deficiencies dire consequences.
