摘要: This article considers the prospects for effective regulation of emerging globalized industries by examining effectiveness ‘smart regulation’ approach associated with port state control enforcement regime seafarers’ health and safety. Smart seeks to generate incentive structures that promote proactive compliance ship operators. Drawing on an international comparative study, which included extensive observation inspections in India, Russia UK, it is suggested main reason why hoped-for ‘market virtue’ only weakly present turns perceived actual inconsistencies implementation regulatory regime.
