摘要: The paper examines the quality of vessel operations as a governance problem. It applies correspondence analysis to explore patterns in operation among four groups vessels operated Baltic Sea 2009-2011 using port state control inspection data. observed regularities shipping are discussed light institutional theory, emphasizing dynamic character process change and development. claims, that variation indicates some sectors industry receive stronger incentives and/or possess better capabilities deliver high operation. claim is supported through discussion factors which influence quality, drawing attention multiple contexts embed governance. concludes context globalized markets no ‘one size fits all’-approach can be used address externalities suggests designing policy measures specifically aiming at maritime actors associated with different segments market.
