Barriers to energy efficiency: A comparison across the German commercial and services sector

摘要: Abstract Based on a large sample for the German commercial and services sector, this paper econometrically assesses relevance of various types barriers to energy efficiency at sectoral level across fifteen sub-sectors. The results entire sectors suggest that lack information about consumption patterns measures, staff time, priority setting within organizations, – in particular investor/user dilemma are all relevant barriers. Allowing sector-specific differences these individual yields more heterogeneous picture. numbers vary sub-sectors, majority sub-sectors subject relatively few statistically most significant found sub-sector public administrations. These findings robust, independent whether definition an organization's performance includes only measures have actually been realized or also those being planned. For planned projects, however, organizations appear underestimate internal as barrier efficiency.
