COORDINATION OF WATER AND SEWER EXTENSION POLICY WITH LAND USE PLANNING: Key Factors Influencing the State of Practice

摘要: City planners have argued for over 20 years that water and sewer extension decisions should be coordinated with comprehensive land use growth management plans. It is shown a modicum of coordination, in fact, occurring among utilities nine southeastern states. Key factors promoting coordination include rapid population growth, highly educated utility director, adoption sophisticated internal capital programming techniques. Those findings suggest state capacity-building programs designed to improve the effectiveness leadership operations will help foster increased investments community planning. found, however, special districts provide services tends stifle coordination. That finding suggests states take steps discourage services, such as sewerage, strongly affect distribution whose provision therefore closely policies.
