摘要: This paper describes the inconsistencies between rational decision-making basis for strategic planning and higher education's collegial/professional, dual hierarchical culture--inconsistencies that pose obvious problems planning in education. The results of a case study illustrate cultural clashes can occur when those differences are ignored; finally, article suggests several steps alleviating such problems.
