摘要: Abstract In the North-Eastern European region, a quality of life population and an activity economic sector is largely affected by availability qualitative safe thermal energy for adequate prices. District heating (DH) systems are inherent natural monopoly elements in majority cases subject to regulation The existing DH environment often has range serious drawbacks having as their main cause “stringent” regulatory regime rigid “cost+” method tariff setting: “overinvestment” risk, low incentive increase efficiency optimize costs, time-consuming ponderous setting process. purpose this study was create benchmark-based model district tariffs. Based on previous studies about most important supply tariffs, properties nature individual components, well impact parameters framework structure algorithm, which might be used benchmarking checking compliance specific against benchmarks formed. defined publication, integrating proposed modules mechanisms (Monte Carlo simulation; instruments regulator implementation policy; tests), it possible algorithms calculation generation, transmission distribution tariffs evaluation These allow make radical changes regime, i.e. refuse from scrupulous ex-ante focus supervision stimulation companies, thus eliminating any drawbacks, characteristic regime.
