摘要: Abstract The concept of the 4th generation district heating system (4GDH) has triggered a magnified interest among scientists and industry representatives worldwide. Therefore, sustainable development 4GDH requires deliberative energy planning at national local level, appropriate legislative framework. currently effective legislation Latvia does not provide for sufficient basis to introduce or safeguard other (DH) systems. Methodology is developed evaluation case study existing As result, several suggestions improvement framework were identified. For instance, it was suggested raise competitiveness DH system, as compared alternative solutions, so that become more attractive consumers, they would prefer based on arguments, statutorily imposed mandatory obligations. Also, in state performed comprehensive potential evaluation, this could be used benchmark refusal new heat production projects purely economic consumer protection arguments.
