摘要: Abstract We study an important but widely neglected topic in humanitarian operations: armed conflicts. Specifically, this paper empirically analyzes the effect of conflicts on operational performance first-layer response organizations. Using as a case Colombian conflict we investigate public rural hospitals' (i) total factor productivity, (ii) efficiency and (iii) variability. The panel data set (2007–2011) used includes information at hospital level for 163 hospitals qualitative collected from interviews with medical staff Ministry Health different zones. Our results indicate that has positive while it negative impact efficiency, interestingly productivity both increase post conflict. Finally, show variability is higher peace post-conflict lower medium severe-conflict hospitals.
