摘要: The United Nations International Decade for Natural Disaster Reduction (IDNDR)gave rise to an increasing level of attention the risks posed by a range naturalhazards and development strategies which reduce those risks. It waswidely recognised that in order evaluate risk treatment it was necessaryto `measure' already existed would beencountered with strategy(s) place.
