摘要: Twenty years after the world's nations agreed upon Convention on Biodiversity, there is still a global decline in biodiversity. At present it seems unlikely that Aichi Targets of halting biodiversity loss by 2020 will be met. Although European Union often seen as pioneer this regard, its “Habitats Directive” represents one strongest legal tools nature conservation, continues to even Europe. We outline four major problems current implementation directive. First, prioritization needs based comprehensive scientific knowledge. This requires maximized number red list assessments species and regular adaptation annexes order focus those sites with highest conservation value. Second, strategic plans need compiled for highly threatened adaptive management implemented each reserve. Third, an improved “on-ground” monitoring system necessary, focusing population trends priority feeding back assessments. Fourth, substantial financial resources have invested well education reach societal consensus necessity conservation.
