摘要: Certain perceptions about the impacts of induced highway travel prevail among some metropolitan transportation stakeholders and are as follows: 1) new personal by expansion accounts for most observed growth; 2) planners do not account in their traffic forecasts expanded highways; 3) it is pointless to expand highways because "consumes" or all added capacity. These negative being used arguments stop expansions areas. This paper acknowledges that an issue needs be addressed, clarifies issues, discusses how issues can addressed planning process investment decisions.
