Differences in expertise and values: Comparing community and expert assessments of a transportation project

摘要: Abstract Transportation projects contain many tradeoffs between environmental, social, and economic benefits costs that affect different groups of stakeholders, each with priorities values. project sponsors are therefore faced an incredibly difficult decision making task. Multi-criteria analysis (MCDA) provides a flexible framework for considering wide array potential impacts may be used as supplement substitute cost benefit or unstructured making. In this study, we evaluate the outcome two MCDAs, one conducted input from technical experts other sample community members proposed highway in Tehran, Iran. We explore how various criteria now commonly considered urban transportation viewed by these differ their expertise find score poorly while scores it favorably. The results demonstrate seemingly objective tools field depends on who critical assessments value judgments importance involvement.
