摘要: Water development projects often fail, which represents a poor outcome given the limited progress against Millennium Development Goals in providing people with adequate water and sanitation services. This may not be surprising that management has been identified as being complex system domain. According to Cynefin framework, many traditional approaches are suitable; but it suggests an approach based on methods of probe, sense respond. In line this general participatory assessment methodology used explore experiences atoll town Tarawa Republic Kiribati. After framing case study, information was collected multiple perspectives these include narrative sources. When reviewing previous experiences, project implementations seen probes or disturbances from patterns behaviour can sensed. For purpose, critical factors leading success failure described using network representations.
