摘要: This is a case study in the municipality of Rio de Janeiro about management Family Health Strategy based on Social Organizations model. The aims were to characterize and analyze aspects governance system adopted by Municipal Department identify limits possibilities this model as option Brazil’s Unified System. A qualitative was performed literature review, document analysisand interviews with key informants. facilitated expansion access primary healthcare through – where population covered increased from 7.2% 2008 45.5% 2015. results showthat some practices contractual logic need be improved, including negotiation accountability autonomywith service suppliers. Evaluation control has focus processes, not results, there been an increase transparency social control. performance incentives reported inducing improvements work process health teams. It concluded that regulatory capacity municipal would improved. On other hand, important significant learning progress.
