摘要: This article discusses the problems involved in maintaining creativity scientific research under present system of funding through grant reviews. The author recommends investigators for three- to five-year periods based on individual's track record rather than fund a detailed proposal. practice would free truly productive scientist from grant-chasing and making overly rigid plans.
