Climate adaptation planning in practice: an evaluation of adaptation plans from three developed nations

摘要: Formal planning for climate change adaptation is emerging rapidly at a range of geo-political scales. This first generation plans provides useful information regarding how institutions are framing the issue and processes that recognized as being part an response. To better understand among developed nations, set 57 from Australia, United Kingdom States was evaluated against suite 19 identified existing guidance instruments planning. Total scores ranged 16% maximum possible score to 61%, with average 37%. These results suggest largely under-developed. Critical weaknesses in related limited consideration non-climatic factors well neglect issues adaptive capacity including entitlements various forms capital needed effective adaptation.
