摘要: In this paper we aim to contribute understanding complex change processes that result from a myriad of social, physical and political in which both governmental non-governmental actors try achieve ambitions. We focus on the role self-organizing civic initiatives how they relate construction regional planning agendas by local governments. How do connect governments can understand consequences? addressed these questions focusing whether enable issues ideas spread through social networks mobilize supporters.
