摘要: This chapter reviews methods of flood and drought risk management emerging approaches how to prioritize the implementation these in a changing world. Prioritization can follow two paths. The top–down approach is based on climate projections has an economic motivation; recent focus been quantifying uncertainty future hazard probabilities. bottom–up vulnerability or resilience centered social exploring full range possibilities from local perspective. less dependent may be more suitable for dealing with surprising high-impact (Black Swan) events. It suggested that primary hydrological world should approach, which complemented by (scenario) approaches.
