摘要: In 2005, when the financial crisis was not yet in sight and EU amending flagging Lisbon strategy, a new concept to tackle poverty social exclusion appeared on surface of policy: Active inclusion people excluded from labour market. Brought up by UK government during its presidency, it subsequently supported Commission, Council Parliament as an orientation for their respective policies (European Commission 2008b, European Union 2008, 2009).
