Is 'legal empowerment of the poor' relevant to people with disabilities in developing countries? An empirical and normative review.

摘要: Background : Legal empowerment of the poor is highly relevant to public health as it aims relieve income poverty, a main determinant health. The Commission on Empowerment Poor (CLEP) has proposed legal measures in following four domains: access justice and rule law, property, labor, business rights. Despite being overrepresented among poor, CLEP not explicitly considered situation people with disabilities. Objecti v es To examine empirical evidence for relevance disabilities low- lower middle-income countries, evaluate extent which Convention Rights Persons Disabilities (CRPD) addresses those measures. Methods Critical literature review studies checklist assessment CRPD. Results Fourteen included articles confirm that experience problems domains labor rights, No texts property rights were found. Evidence effectiveness insufficient. Overall, CRPD fully or partially supports two-thirds (seven out nine none five all seven six rights). Conclusions Although most are from both normative perspectives, uncertain whether devised immediate them. Further research warranted this regard.
