摘要: The stimulation of co-operations and networks has become very popular in R&D policies recent years. This study examines the development impact publicly funded consortia Germany. paper describes history funding Germany with a focus on measures encouraging collaborative activities among firms public research institutions. Due to shift more competitive procedures awarding funds for R&D, we investigate empirically such patenting activity at firm level. microeconometric results show that collaborating are likely patent than others. Within group firms, participants sponsored exhibit higher propensity non-sponsored networks. Especially SMEs seem benefit from spillovers which makes their application patents likely.
