摘要: Despite a substantial body of literature dealing with the relation between safety culture and operations, little is said concerning oversight by regulatory body. With focus on observations process, this paper takes up challenge finding way to link regulation. The lack common theoretical methodological framework constitutes certainly barrier development assessment tools. aim article propose model for oversight. From perspective, we suggest that three fundamental cultural mechanisms must be addressed: level consensus about values; degree consistency underlying assumptions social groups; fitness frames reference regarding specific risks an installation.
