摘要: Abstract Environmental problems are often complex and involve fundamental value contradictions. There is a need to explore whether well-designed process can contribute legitimate decision ‘closure’ even in the presence of conflicts. We examine why environmentalists did not accept compromise between industrial forestry full conservation case some debates Northern Finland Liperinsuo site particular. Contradictory positions Finnish state enterprise only partly explain lack legitimacy, because past decision-making processes form specific legacies affecting legitimacy current decisions compromises. By exploring continuum from point view ‘opening up’ ‘closing down’, we identify conditions for contributing ‘closures’, including: 1) inclusion all relevant participants, 2) which should solve co-defined mutually agreed on; 3) timing necessary down’ 4) transparent, 5) ‘closures’ transformed one scale another without possibilities participation. nurturing these through deliberate design, capacity legitimately ‘close order resolve value-laden environmental conflicts will increase.
