摘要: Abstract Strategic Environmental Assessment (SEA) has been seen as a preventive and participatory environmental management tool designed to integrate protection into the decision-making process. However, debate about SEA performance effectiveness increased in recent decades. Two main challenges exist relation this issue. The first is identifying key influencing factors that affect effectiveness, second analyzing relationship between these factors. In study, were investigated through questionnaire surveys Chinese context, then Structural Equation Model (SEM) was developed tested identify potential links causal relationships among associations independent divided direct indirect associations. results indicate process policy context directly implementation, while information data sharing, public participation, expertise institutions are indirectly related with SEA. also suggest lack of cooperation different sectors an obstacle implementation These findings could potentially contribute future or enhance existing knowledge show proposed model degree feasibility applicability.
