摘要: This report documents a study aimed at identifying cross-scale barriers to planned adaptation within the context of local government in Australia, and development enabling actions overcome these barriers. Many impacts climate change variability have been, or will be, experienced level. As result, governments Australia (and overseas) initiated plans adapt impacts. However, pathway planning implementation is not barrier-free process. Local are embedded larger governance that has potential limit effectiveness initiatives on ground. Identifying constraints an important process supporting successful planning, particularly where reworking path-dependent institutional structures, organisational cultures policy-making procedures required. The outlines theoretical conceptual framework underpinning research, explains methodology activities undertaken gather data throughout project. used mixed-methods social research approach, drawing interviews, case examples stakeholder workshops, including participants from also located other agencies industry groups.
