The Impact of Different Prioritisation Policies on Waiting Times: A Comparative Analysis of Norway and Scotland

摘要: We compare the distributional consequences of two different waiting times initiatives. The primary focus Scotland’s recent time reforms has been on reducing maximum through imposition high profile national targets. In Norway, appropriate prioritisation referrals to hospital based disease severity, expected benefit treatment and cost-effectiveness. use large, administrative datasets from before after each these assign priority groups stipulated in Norwegian medical guidelines. To equalise case-mix over time, we Exact Matching weight pre-reform patients patient composition post-reform period. regress patient-level characteristics a indicator interacted with patient’s group. analysis shows that least-prioritised benefited most both reforms. This was at cost longer for should have given higher while remained unaffected. comparative indicates blanket initiatives may be more effective preserving between health needs.
