摘要: Policies or guidelines for the management of floodprone land are often developed by national state governments. However, implementation such policies generally rests with local governments, as it is these entities which possess necessary planning and land-use control powers. Unfortunately, there much more involved in gaining compliance than simply specifying a set standards legally binding regulations. The authority must be committed to policy objectives – not straightforward given numerous issues competing their attention. They also have capacity implement required measures. This paper examines two general approaches design differ way they deal attributes commitment capacity. One approach based on cooperation between levels In other approach, senior level government employs coercion induce its policies. Trends across Europe towards decentralization greater accountability although variable country suggest steadily increasing role cooperative inter-governmental relations.
