摘要: The governance and management of large-scale irrigation schemes involves the integration formal informal rules responsibilities actors at different system spatial scales. To achieve sustainable water in irrigated sector an understanding interlinkage between these is essential. It to this that paper focused. Drawing on research environmental hazard management, explores usefulness applying a coercive/cooperative policy design framework study developing country context. argued such useful theoretical construct for exploring multi-level relationships governments, agencies farmers agriculture.
