摘要: Given unprecedented levels of urbanization and motorization in addition to deteriorating infrastructure developed countries, cities around the world have been facing enormous challenge delivering sustainable forms with fewer resources. The challenges urban investment become even more daunting as manifested by staggering size funding gap. Therefore, prioritizing projects at system level based on transparent evidenced-based decision-making processes has emerged one most promising ways bridge gaps especially for developing countries. To address current limitations, this paper proposes a scenario-based multi-criteria prioritization framework transportation countries then formulates it. This is done efficient use pre-existing project evaluation information emergent scenario various stakeholders’ inputs. applied set priorities nine recent constructed within two-year Tianjin Binhai New Area, China. results show that proposed could serve consistent, robust, comprehensive strategy reconciles diverse perspectives among stakeholders.
