Technology assessment and technology policy in Europe: New concepts, new goals, new infrastructures

摘要: Starting from the observation that technological potentials are underutilized in economic and social tems, this article raises question of what role technology assessment (TA) can play policy to address problem. The causes problem underutilization analyzed discussed relation developments TA. Against background, actual state TA Europe at national supranational levels is described, gaps flaws European Infrastructure (ETAI) identified, suggestions for improvement made. It concluded an important increasing returns on investments development new technology.
