Anchoring European Governance: Two Versions of Responsible Research and Innovation and EU Fundamental Rights as ‘Normative Anchor Points’

摘要: Among the various experiments in ‘new governance’, model of Responsible Research and Innovation (RRI) is emerging European landscape as quite promising. Up to now, there have been two versions RRI: a socio-empirical version which tends underline role democratic processes aimed at identifying values on governance needs be anchored normative stresses EU goals (among fundamental rights) ‘normative anchor points’ both strategies policy making. Both are unsatisfactory. The first since it suggests movable anchorage could clash with prefixed values, such individual rights. second does not safeguard rights process balancing ‘anchor points’. This result counterintuitive because exposes risk facing adverse court decisions defense rights, thus losing its anticipative attitude. In order avoid this outcome, paper argues that only through better integration between system human feature RRI can preserved.
