摘要: Abstract We develop an analytical framework that allows to grasp the evolving patterns of rules and roles in rural transitions, concomitant changes functions expertise. Institutional change is understood as governed by a combination path dependence, interdependence goal dependence. illustrate means in-depth analysis transition Khorezm province, Uzbekistan. In Khorezm, Soviet actors were tightly coupled order contribute shared goals – first all cotton grain production. After independence, dissolution collective farms, diminished interest planning policy coordination, locally different styles political steering, led much less coordinated governance, scattering expertise opacity regarding its supply demand. reflect on implications our findings for transitions more broadly, especially impact policies plans aiming at specific direction.
