摘要: Many cities have seen public support for congestion charges increase substantially after been introduced. Several alternative explanations of this phenomenon suggested, but so far little evidence has available to assess the relative importance these explanations. We study attitudes pricing in Gothenburg before and were introduced January 2013. Attitudes did indeed become more positive introduction, just as previous cities. Using a two-wave postal survey, we separate contributions attitude change from number sources: benefits costs being different than anticipated, use hypothecated revenues, reframing processes, changes related such environment, equity, taxation measures general. conclude that dominant reason is status quo bias, rather any substantial beliefs or attitudes, although some factors also contribute. Contrary common belief, nothing due larger anticipated.
