摘要: Abstract While the theory and practice of transition management has been articulated tested in Europe, little work this vein undertaken illiberal democracies, where state institutions may be captured by commercial interests, clientelism operate democratic rights constrained. We argue that a combination insights from transdisciplinary research offers basis for developing local strategies which informal can nurture alternative energy policy visions prescriptions, order to exploit windows periodically arise. articulate conceptual framework underpin such strategies, emphasises role academics or other knowledge brokers as entrepreneurs, helping build capabilities, create networks social capital establish discourse coalitions. our particular applied interest here is arenas development low carbon scenarios Latin America, also intended have wider applicability.
