Parliamentary technology assessment institutions as indications of reflexive modernization

摘要: This article links the theory of reflexive modernization to Parliamentary Technology Assessment (PTA) by considering latter as an indication modern Western societies becoming more reflexive, that is, acknowledging and responding limitations traditions institutionalizing new processes technology assessment address a realm change where uncertainty is no longer contained within structures. Our conceptual framework must both emergence functioning PTA in form institutions practices are pursued (or around, linked to) such institutions, with due attention being paid multiple approaches currently debated around transformation modernity reflexivity. Reflexive offers relevant theoretical approach analyzing hybrid entities like institutions. We demonstrate this three (Science Options [STOA, European Parliament], Institute for Society [IST, Flanders, Belgium] Rathenau [The Netherlands]), mapping their different terms features modernization. There appears be overall reflexivity pathway, on which some PTAs have moved farther than others, but progress fractured resilience conclude ensure role current institutional landscapes evolving societies, most important thing therefore somehow develop while dealing necessary margin maneuver further adaptation transformation.
