摘要: Water management is particularly dependent on strong capacity, a solid knowledge base and awareness at all levels, including those of the individual, organization, sector institutions ‘enabling environment’. Yet getting levels to operate in coherent manner challenging, requires vision leadership. This special issue seeks further understanding leadership capacity development water but its theoretical methodological insights will be interest beyond that arena. paper presents an introduction which resulted from selected papers presented 5th Delft Symposium Sector Capacity Development held Delft, The Netherlands.
