Third-mission policy goals and incentives from performance-based funding: Are they aligned?

摘要: In competitive knowledge-based economies, policymakers recognize the importance of universities’ engagement in third mission activities. This article investigates how a specific policy approach to encourage engagement—the use performance-based funding reward success this domain—aligns with broader goals policy. Considering case UK, first country have implemented system kind, we analyse has come into being and it evolved, discuss whether its implementation is likely universities behave ways that are aligned policy, as outlined government documents. We argue encourages focus on narrow range income-producing activities, not well goal support complex innovation ecosystem comprising different objectives strategies. The concludes by proposing possible avenues for achieving greater alignment between incentives goals.
