摘要: Explanations for, and indirect evidence of, imperfections in the market for private passenger vehicle fuel economy suggest there is a reasonable case combining standards or carbon taxes to contribute an energy policy that aims reduce greenhouse gas emissions improve security. Estimates of key elasticities, including rebound effect, indicate positive negative side-effects measures on transport activities external costs are limited. However, does not replace manage main externalities congestion local pollution. Conventional marginal cost estimates standard cost-benefit reasoning policies address pollution likely bring benefits at least as large those from measures.
