摘要: Africa is unlikely to register significant developmental advances. Recognizing this reality, African governments adopted in 2002 a comprehensive agriculture development program under the auspices of New Partnership for Development (NEPAD). This states that larger investments agricultural research, extension, and education systems are required achieve targeted increase output 6 percent year over next 20 years. The World Bank initiated series studies on training (AET) 2005. These comprised six thematic turn drew analyses 15 country cases, survey donor financing trends, an operational review investments, literature, annotated bibliography, consultations with stakeholders donors. purpose report synthesize findings research gives set strategic measures strengthening contribution AET productivity Sub-Saharan Africa. target audiences practitioners policymakers concerned boosting food supply output, representatives, staff. presents case increased investment AET, analyzes issues subsector, outlines possible options policies interventions build skills capacities appropriate changing circumstances 21st century. organized as follows: chapter one context Africa; two vital development; three perspective; four constraints building capacity; five focuses what guidance can global experience provide?; provides priorities modernizing training; seven approaches vary by level; eight time act now.
