摘要: Summary Water management is akin to conflict among human beings and between their environment. river basin systems are created avoid, prevent or resolve such conflicts. Humankind needs learn live with these conflicts deal them adequately. All the more so since relative scarcity of water will become ever pressing as time goes on, a result economic growth, social demands climate change. Competition users intense ruthless, that legislation institutions manage system satisfactorily an absolute necessity. To implement processes integrated it necessary form alliances agreements many actors who normally act independently by sector, in areas defined according administrative political criteria which do not coincide limits basins. It often difficult co-ordinate Latin American Caribbean countries due existence vast informal sector population neither complies legal norms nor responds instruments used advanced organizations for resources use. River creation operation at level one central work, both terms policy-oriented research technical advisory activities, Natural Resources Infrastructure Division. These activities have resulted studies on various aspects (see Annex 1), but most available only Spanish. The objective this publication make summary English.
