摘要: The on-going debate on aid effectiveness highlights that in order for capacity development interventions to remain relevant and their results sustainable, planning, implementation, monitoring evaluation need be flexible case - specific. It is not only important account end results, but also adjust during implementation. Capacity partnerships (CDP) between water operators are portrayed as a promising approach sustained performance. However, it has been observed these require significant time lead the targeted operator performance gains. Hence, managing partnership solely through use of key indicators offers partners little insight into both progress achieved activities contributing such progress. This incomplete picture likely limit ability manage project efficiently. paper proposes multi path evaluating CDPs (this being understood different from operator) enables well-informed management partnership. designed applied compare two projects, namely those Lilongwe Blantyre Water Boards Malawi, with Vitens Evides International.
