摘要: The importance of low intensity farming for the conservation biodiversity throughout Europe was acknowledged early in 1990s when concept ‘High Nature Value farmlands’ (HNVf) devised. HNVf has subsequently been given high priority within EU Rural Development Programme. This puts a requirement on each Member State not only to identify extent and condition their borders but also track trends over time. However, diversity rural landscapes across EU, scarcity (adequate) datasets biodiversity, land cover use, lack common methodology mapping currently represent obstacles implementation Europe. manuscript provides an overview characteristics together with description development concept. Current methodological approaches identification EU-27 Switzerland are then reviewed, main limitations these highlighted recommendations made as how identification, reporting state can potentially be improved harmonised. In particular, we propose new framework that is built need strategic monitoring based hierarchical, bottom-up structure assessment units, coincident levels political decision devised indicators, which linked strongly collaborative European network provide integration exchange data from different sources scales under standards. Such approach essential if scale issues facing identified monitored properly at level. would allow relevant agrienvironmental measures developed, implemented evaluated scale(s) required maintain habitats species nature value intimately associated those landscapes.
